San Diego is one of the most beautiful cities in America, but too many families are struggling to afford it, too many neighborhoods feel neglected, and too many residents believe City Hall has stopped listening.

Jason Keo is running for Mayor to build a safer, more affordable, more accountable San Diego focused on results, compassion, and opportunity for the people who actually live here. Drawing from years of leadership in healthcare and community service, Jason understands how broken systems affect real people every day. This campaign is about practical leadership, not political theater.

Policy Priority #1

Housing Affordability & Cost of Living

“San Diego should be a city where working people can still build a future.”

Housing costs are forcing families, teachers, nurses, first responders, young professionals, and seniors out of the communities they love. Jason believes San Diego must aggressively address affordability while protecting neighborhood quality of life.

Jason Keo’s Plan

  • Fast-Track Housing Permits Launch a “Homes in 100 Days” initiative to dramatically reduce permit delays for qualified housing projects. Streamline city approval processes and eliminate unnecessary bureaucracy.
  • Build Workforce & Middle-Income Housing Prioritize housing for working families, healthcare workers, teachers, veterans, and first responders. Encourage mixed-income developments near transit and employment centers.
  • Support Responsible Neighborhood Growth Expand infrastructure alongside housing growth, including roads, parking, schools, parks, and stormwater systems. Ensure communities have a voice in local development planning.
  • Expand First-Time Homeownership Opportunities Support down-payment assistance partnerships. Encourage starter-home development and pathways to ownership for younger families.
  • Lower the Cost of Doing Business Reduce permit delays and unnecessary regulations that increase housing and construction costs.

Homelessness, Mental Health & Addiction Recovery

“Compassion means helping people off the streets and into stability.”

Jason’s experience in healthcare and hospice has given him firsthand exposure to mental health crises, addiction, family instability, and vulnerable populations. He believes San Diego needs both compassion and accountability.

Jason Keo’s Plan

  • Expand Mental Health Crisis Response Teams Increase non-police mental health emergency response units. Improve coordination between healthcare providers, emergency responders, and outreach teams.
  • Increase Treatment & Recovery Access Expand partnerships for addiction treatment and behavioral health services. Improve access to detox, recovery programs, and long-term support.
  • Focus on Transitional & Supportive Housing Prioritize pathways from shelters into permanent stability. Improve accountability and measurable outcomes for homelessness programs.
  • Restore Public Spaces Enforce clean and safe standards for parks, sidewalks, and transit areas. Balance compassionate outreach with neighborhood safety and sanitation.
  • Strengthen Regional Coordination Improve collaboration between the City, County, healthcare systems, nonprofits, and state agencies.

Safe, Clean & Functional Neighborhoods

“Every neighborhood deserves attention, investment, and basic city services that actually work.”

Residents across San Diego are frustrated by potholes, broken sidewalks, flooding, slow city response times, graffiti, illegal dumping, and neglected infrastructure. Jason believes City Hall must return to focusing on core services and neighborhood quality of life.

  • Neighborhood First Infrastructure Plan Accelerate road repairs, sidewalk improvements, and stormwater upgrades. Prioritize long-neglected neighborhoods.
  • Improve Public Safety Coordination Support community policing and faster emergency response times. Expand neighborhood-based public safety partnerships.
  • Clean Streets & Parks Initiative Increase cleanup crews and illegal dumping enforcement. Improve maintenance for parks, public spaces, and recreation areas.
  • Modernize Traffic & Mobility Solutions Improve traffic flow and intersection safety. Expand practical transportation solutions without disrupting neighborhoods.
  • Invest in Flood Prevention & Climate Resilience Upgrade aging infrastructure to prepare for storms, flooding, and environmental risks.

  • Launch a Public City Hall Performance Dashboard Residents will be able to track performance directly:
    • Pothole repair timelines
    • Permitting delays
    • Homelessness outcomes
    • Infrastructure projects
    • Budget spending and overall city service performance
  • Audit Inefficiency & Waste Conduct operational reviews of major city departments to reduce unnecessary spending and bureaucracy.
  • Improve Customer Service at City Hall Modernize city systems to make permits, licenses, and services easier to access. Reduce wait times and simplify processes.
  • Responsible Budgeting Protect essential city services while addressing long-term fiscal challenges, prioritizing spend by community impact.
  • Ethics & Transparency Reform Strengthen transparency rules and public reporting requirements across the board.

Healthcare, Seniors & Family Support

Jason’s healthcare experience has shown him how many families struggle with caregiving, aging parents, mental health challenges, and rising healthcare-related costs. San Diego must become more supportive for seniors, caregivers, healthcare workers, and vulnerable residents.

  • Senior Support & Aging-in-Place Programs Expand senior transportation and accessibility services while supporting programs that help seniors remain safely in their homes.
  • Caregiver & Family Support Resources Improve access to caregiver assistance programs and respite services for local families.
  • Support Healthcare Workers Advocate for workforce housing and dedicated retention strategies for nurses, caregivers, and medical staff.
  • Improve Public Health Preparedness Strengthen structural emergency response coordination for future public health crises.
